build: 调试阶段 APP 临时链接 0x08000000（VECT_TAB_OFFSET=0，脱离 bootloader 直接运行）

正式发布仍用 V1.0.2 tag 处的 0x08002000/54K Bootloader 布局打包（见 Release V1.0.2）
